Reported issue tons of times with no reply. Paid with no problem before, now it Jusr gives an error message. Whats up?

I am trying transfer stamps to an inmate but when I try it says error. I tried buying stamps and it say select an inmate but won’t let me select the inmate. I’m really irritated
