Won’t let me transfer to different bank, no accept payment at all

Simple version. Had a fraud charge. Called and disputed. Froze all my accounts and locked my cards. 2 hours later more fraud charge. Call again. Dispute another charge. Next day. The claim was it’s a valid charge. So I’m out 67 dollars. Now closing my account too
