This includes managing items and assets, inventory by region, beneficiaries, custody handover and return, maintenance, reports, printing, users and permissions, and transaction logs.

System Administrator
The highest-level administrator can manage all regions, inventory, custody, beneficiaries, maintenance, and reports. They can also create users, change passwords and permissions, modify platform settings, and view transaction logs.

General Custody Administrator
Manages custody and equipment across all association regions. They can add and modify items and assets, manage inventory and beneficiaries, hand over and return custody, monitor maintenance, and view reports. They cannot manage user accounts or system settings.

Regional Custody Administrator
Has full custody management privileges, but these are limited to their region. They manage the region's inventory and beneficiaries, record handover, return, and maintenance, and view their region's reports. They cannot access data from other regions.

Disbursement and Receiving Administrator
The employee responsible for executing daily operations in their region. They can view inventory and beneficiaries, create custody handover reports, and record full or partial returns. They cannot modify items, assets, or users.

Reviewer
View-only supervisory privileges. The user can view inventory, beneficiaries, custody items, maintenance records, reports, and transaction logs across all regions without adding, modifying, or deleting any data.

Custody Disbursement Mechanism:
1. The administrator registers the beneficiary, their information, and the region.

2. They verify the availability of the item or quantity in the inventory.

3. They create a new delivery report.

4. They specify the beneficiary, the purpose, the duration, and the assignment decision.

5. They select the equipment or quantities of uniforms and supplies.

6. The system generates a report number and deducts the quantity or changes the asset's status to "Disbursed."

7. The report is printed and signed by the beneficiary.

8. Upon return, the custody status is recorded: intact, damaged, or lost.

9. The system supports partial returns and closes the report when all custody items are returned.

Currently, volunteers do not submit requests from personal accounts; they contact the custody administrator, who then records the request and delivery within the system. A suitable future step would be to add a "My Requests" page for volunteers to track their requests and the custody items registered under them.
