User reviews
Users find the Chrome Apps & Extensions Developer Tool somewhat useful as a simpler interface for managing extensions and deleting apps. However, multiple reviews highlight significant issues such as crashes with manifest v3 extensions, non-functional 'Load unpacked' buttons, and its deprecated status causing modern extensions to malfunction. The extension lacks updates and can sometimes cause data loss or be incompatible with newer systems. While it offers some convenience, the overall user experience is negative due to bugs and obsolescence.
Pros
- Provides a windowed version of the Extensions page, which some users find more convenient than navigating through Chrome itself.
- Allows loading of unpacked extensions in certain scenarios, aiding in development workflows.
- Useful for managing and deleting apps and extensions, as noted by some users.
- Brings some value to developers by displaying installed extensions and their details.
- Offers basic functionality related to Chrome extensions without needing to navigate multiple menus.
Cons
- Crashes manifest v3 extensions and causes them to malfunction, especially when sending messages.
- The 'Load unpacked' button frequently does not work, failing to open the file browser or load extensions.
- The extension appears deprecated and not maintained, lacking updates to support modern Chrome extension development.
- Possible loss or deletion of source files when importing extensions, leading to errors and data loss.
- Limited functionality; cannot pack apps not in the list and sometimes appears useless for newer Chrome versions. Also reported incompatibility with Windows 10 and general usability issues.

Don't use it, this app is very deprecated by Google. And it causes other manifest V3 extensions crash (when send a message). See https://bugs.chromium.org/p/chromium/issues/detail?id=1180566

This 2014 app seems to break modern extension development causing them to crash. Do not use. The capabilities are built into Chrome now anyway.
