Это какой-то ужас. Ничего не открывается.

Не работает, не открывает в Chrome ни ссылкой на файл в адресной строке, ни кликом по ссылке на файл, ни попыткой открыть уже скаченный файл в браузере. Результат один: открывается окно выбора места сохранения файла при скачивании.
