Atlas DMS is the field-monitor companion app for Atlas Disaster Management Solutions — the platform that disaster debris operations use to document, defend, and close out FEMA-reimbursable work.

Built for the field, designed for the audit. Every ticket your monitors create on this app lands in a cryptographically signed audit trail that survives the FEMA Public Assistance closeout review. Photos, GPS coordinates, debris classifications, hauler placards, and contractor signatures are all captured at the point of work and time-stamped at server-side, so the chain of custody is intact when an auditor asks "did this debris actually exist, and was it billed correctly?"

Modules:

• Atlas Public (ROW debris ops). Two-part haul tickets — load monitors capture GPS at the pile, photograph the debris, scan the truck placard, then sign over to the disposal-site tower monitor for percent-full + method-of-measure. Hazard tree tickets capture before / measurement / after photos with the placard. Staging tickets document non-pay piles.

• Atlas Foundation (Private Property Debris Removal). Parcel-attributed debris removal with right-of-entry documentation, hazard tree assessment + tagging, soil sampling chain of custody, and a phase-by-phase audit trail from import to site walk to return-to-owner.

Field-grade features:

• Offline-first ticket creation — debris piles in the woods don't have LTE. Atlas DMS queues your tickets locally and syncs the moment signal returns. The ticket number you see in the field is the canonical ticket number the office sees. • GPS-bounded clock-in. Monitors clock in by scanning their supervisor's QR for pair-approved sign-on, or for remote disposal sites, can self-clock-in inside a configured geofence. • Placard scan + verification. Truck and trailer placards are scanned via QR or picked from the active certification pool, with a verification photo required on manual selection. • Multi-tenant + sub-firm scoping. Sub-contracted monitoring firms see only their own staff and tickets — built in, not bolted on. • Safety briefings + acknowledgment. Daily tailgate briefings are acknowledged on-device and block ticket creation until acknowledged. • Cross-device monitor pairing via Bluetooth at disposal sites with no cell service.

Atlas DMS requires a tenant account on the Atlas platform. Debris monitoring firms, prime contractors, agency project managers, and county / municipal staff who use the Atlas Portal to run their projects can issue mobile credentials to their field crews from the Portal's user-management surface.
