Retainage is held back and reported on its own, so what is due now and what is due at completion are never the same number — and a bill you cut keeps the difference visible, because that is what the conversation with that sub will be about.

WHAT IS HOLDING IT UP Fourteen phases from raw lot to certificate of occupancy, and where this house actually sits in them. What has stalled comes first. Inspections and lien waivers are folded in already, so the phase you are on is derived from what happened on the job rather than from a status somebody remembered to set.
