RecUp can record in the background and can be started via a link ("recup://record" URL scheme, also usable from within Shortcuts)

RecUp requires a Dropbox account. Sign up for a FREE Dropbox account at http://www.dropbox.com Choose their "Basic" plan to get 2GB of Storage for free, select "Standard" or higher for paid plans.

Recent reviews

This is by far the best Voice Memo app on iPhone. Simplicity ease of use and reliability have been fantastic for years. Unfortunately, it disconnected from my Dropbox account, and I can't seem to reestablish it. I did remove the Dropbox app from my iPhone and reinstall, but it's still not working.
