このアプリは差別です。This app should only be of access to government authorities, not the general public.

Why does the average person need access to an app to scan and validate residence cards? This will only breed more suspicion, intolerance, and outward hate of foreigners. (And also makes it even more ok to question anyone who doesn’t look “Japanese” about where they’re from)
