One solution is to block these pop-ups with an ad blocker like uBlock Origin. However, some websites disable scrolling on their page until you accept/refuse cookies. This extension re-enables scrolling.

Another site it breaks is Google Voice, it turns it into a total blank white page. Too bad to, because I really like the concept of this extension. I think you should make a new version and include a place to opt out certain domains.
