Specifically, Image Doctor will de-noise and/or upscale the selected image, offering you a sharper, cleaner and higher quality image than if you simply downloaded the image straight from the webpage.

Take note that if you wish to filter the image with both enhancements, De-noise the image first and then proceed with upscaling in order to obtain the best quality possible.
