auto cancel downloads but allows to make quick exceptions for the next download via the toolbar icon

Notice: There is at least one edge case, this addon can not handle. That is when a website makes use of javascript XHR requests to side-load the actual data into a blob/local-storage cache. Since the download onCreated event in this case is triggered after the actual download of the data the addon will not be able to prevent anything, but the save. - The data will still have been downloaded in that case. - The only solution for this case is to my knowledge to either block/disable/disallow xhr requests or disable javascript alltogether ... but that might render a large number of websites unusable.

Usage:

1. click the toolbar icon to allow the next starting download
2. click toolbar icon again, to retract the decision
