It works as stated but I need and had thought it had per-site settings, not just global switch for all sites (that support it). Also I know google voice has a dark mode (as seen on my other computer with windows in dark mode) but this doesn't seem to trigger it for some reason. Other sites including one of my own switches perfectly.

Unfortunately the only page this worked on was the settings page. I wanted this to make the woeful OneNote online dark mode instead of light mode but didn't work :(
