Hasn't worked in months! Does not open. Re-installed and it still doesn't work.

I just downloaded the update for the 311 App. Restarted my phone and attempted to access 311 App. I'm taken to a light blue loading screen where I've been waiting 5 minutes. Nothing is happening. This App was working great in 2018. Now it's just junk.
