Seudev's Video Speed Controller
Seudev's Video Speed Controller is a simple and customizable Google Chrome Extension for controlling the speed of HTML5 videos such as those on YouTube, Facebook, and Vimeo. It works on pages with multiple videos and even on dynamic pages. You can easily adjust the speed using a slider or mouse scroll, and there is a reset button available. The extension also allows you to increment or decrement the speed with various commands, such as mouse wheel scrolling and key combinations. Additionally, you can set a maximum speed for the videos. Seudev's Video Speed Controller is distributed under the Apache Software License 2.0.

The slider is extremely difficult to use to control the speed, while the addon does work on almost every embedded video I've found even YouTube... what's worse is when actually trying to reset back to 1x, often leads to being redirected to the addon's developer page. Very frustrating to use.
