Worked for me. easy to install. When installing, do not be in a google meeting. Or if you are, you will need to exit the meeting and re enter to see the toggle work. Note there is a warning message at the top of the page when installing this extension: "This extension may soon no longer be supported because it doesn't follow best practices for Chrome extensions." The alternatives offered do not offer options to flip the Google meet camera image. So I hope there will be an alternative when that day comes.
