This extension provides a nice 'rain' effect on your splash page.

What is Rainy night?

'Rainy night' is an innovative Chrome extension bringing a visual rain effect to your tab splash pages. It chooses random rain-themed images from an Imgur album, displaying a fresh view with every new tab. You can also use a custom Imgur album. The app supports offline use, supplying a fallback image when offline. Future features include local weather display on the page and data caching for faster loading.

The rain effect is live and looks very realistic.

The app pulls rainy themed images from an imgur album that I add items to (you can change it to any imgur album, however!). Each time you open a new tab, a random image from the album will load (unless you're offline where a fallback will be used).

Please submit new images for the imgur album through the issue tracker on Github!

This app is very new, and there's lots of room for improvement! I am probably going to add support for local weather on the page, and conduct an analysis on caching data for faster load upon opening a page.
