If the quota is full, just close the door, let those who come late to join the service at the next hour. And let people who already come to fill the every empty seat. If you want to worship, you must be on time, so as not to disturb the comfort of other people.. If the NDC team is disciplined, the congregation must also learn to be disciplined.
