Why do I need to download a plan? And when I try, it says I need a password. Huh?

The concept is great, but it working for my android. There is no way to get past the EULA agreement page: no "agree" or "next button", so it is stuck there despite having given permission to access my phone and re-installing twice. Any assistance is welcome.
