I'm afraid it doesn't work. While after reordering the tags and clicking 'Save and Post' the tags show in the right order on the edit screen, when I get out of that screen, the tags haven't been moved around at all. I've tried to leave that screen in every way available to me (post, preview, cancel, even closing the tab outright) and nothing will make the tag changes stick. :(
