Finally came across this app after several years of fruitless searching. I don't know why this functionality isn't built into Chrome or that the hardware manufacturers have limited the output of the built-in speakers on my HP Chromebook. But now I can actually hear crystal clear acceptable sound from the integral speakers WITHOUT having to plug in additional speakers/Bluetooth headsets etc etc.
