Because the law which provides this privacy protection ONLY APPLIES TO CALIFORNIA RESIDENTS. And since this has already been brought to Norton Lifelock's attention at least once, they are knowingly and willfully harvesting data by deceptive and misleading means from the people who pay them for protection from websites and scams that engage in those very things.
