What is PDGA Rating Tools?

'PDGA Rating Tools' is a Chrome extension geared towards disc golf enthusiasts. I'll rate it 5 stars but how do I use it? I downloaded the chrome extension but there is no way to open it on my computer. The only button I see to click is "remove". I can add it and remove it but it's impossible to run the program. :/
