The latter is only because there is a very obvious paywall when interacting with paid users when you are a free user, and vice versa. Basically, everyone regardless of gender has to pay up to make the most of it. The UI is very bland, and it's not at all foreigner friendly.

I've sent numerous emails in Japanese to find out why, but I've never received a response. I've never had any problems like this with any other Japanese dating apps, but the lack of any recent English language reviews should have been a warning that something was up.
