9GAG doesn't use GIFs anymore, it stores GIFs as videos without sound, so it's not possible to get the URL of the GIF. You can download the video, however, and then convert it to a GIF if you want (although I don't see the point). Check out my extension which adds a context menu item to download the GIF/video (also works on images). You can even select the preferred image and video format in the options if you click on the extension icon.
