What is VK Notes?

ничего не понятно, как работает, где что?

переустановил браузер, увы расширение не работает, показывает всплывающие окна, статус, количество участников в группе, иконки участников, но вот заметки к пользователям не добавляет и не показывает, кнопки добвить заметку на странице пользователя не стало
