In the URL bar, go to chrome://extensions
Enable Developer mode
Drag and drop the downloaded HTTP to HTTPS Redirector CRX file into the Extensions page
When prompted, click Add extension to install HTTP to HTTPS Redirector.

Install ZIP file

Download and unpack the HTTP to HTTPS Redirector ZIP file to a directory of your choice.
