SMaRTLARMS is field data collection for land acquisition and resettlement teams. It is built for the places resettlement actually happens: corridors, valleys and villages where there is no network, no mains power and no second visit.
BUILT FOR NO SIGNAL
The collection flow makes no network calls. Every measurement, photograph and coordinate is written to the device the moment it is taken. Nothing spins, nothing times out, and no form is lost because a request failed half way through saving it. You can complete an entire day of collection in aeroplane mode.
The full Uganda administrative gazetteer ships inside the app, so district, sub-county, parish and village lists resolve instantly from the device rather than from a server you cannot reach.
WHAT YOU CAPTURE
• Project affected persons — household composition, identification, vulnerability flags and socio-economic detail, with nested interests such as spouses, children, tenants and licensees linked to the household rather than duplicated.
• Land parcels — area and tenure across mailo, freehold, leasehold, customary and public land.
• Structures — permanent buildings surveyed floor by floor, temporary and semi-permanent structures on a short rate-prefilled form, and non-buildings such as fences, graves and water tanks by measurement.
• Crops and trees — counted and valued against the project rate schedule, including perennials and standing timber valued separately from the land.
• Grievances — logged against a person at the point they are raised, in the field.
• Evidence — photographs and GPS coordinates attached to any record.
VALUATION YOU CANNOT GET WRONG
Compensation rates come from the project's approved schedule and resolve automatically from the asset type and the administrative unit the record sits in. Collectors select what they are looking at; they do not type in a rate, and cannot apply one from the wrong district.
CUT-OFF DATES ENFORCED ON THE DEVICE
When a census is closed, the app knows. Late admissions are refused at the point of entry rather than discovered during a completion audit, long after they can be cheaply corrected.
SYNC ON YOUR TERMS
Data uploads when a collector chooses to upload it, on a connection they can see. Background sync over an intermittent link is how field datasets acquire half-written records and duplicate households — so there isn't any.
WHAT IT DOES NOT DO
SMaRTLARMS records payments; it does not make them. There is no wallet, no disbursement and no money movement of any kind. Compensation is paid through whatever channel the project already uses and reconciled against the register afterwards.
REQUIRES AN ACCOUNT
