Shift bidding is a seniority process with real consequences: who works nights, who has weekends, who takes the beat they have worked for years. Departments have run it on paper sign-up sheets and spreadsheets, where a missed turn is invisible until the roster is published and a mistake costs someone a year of their schedule.
