PenaltyLab: Flag Football is a bilingual rules-learning and penalty-training app for flag-football officials, coaches, players, and rules learners.

The current content is based on the IFAF International Flag Football Rules 2023 — 5 on 5 / non-contact. The rules took effect on May 1, 2023, and the source was verified again on July 22, 2026. This version contains one IFAF rules system and does not include an NFL FLAG mode.

The app is free to download and includes a fixed set of 24 free rules with their related learning entry points. PRIVACY

No account or registration is required. The app does not collect, store, upload, sell, or share personal data and includes no advertising or analytics SDKs. Network access is only needed to load App Store products, make purchases, and restore purchases.
