HOLA is a civic engagement and democratic accountability platform designed to facilitate structured, localized engagement between registered civic users and the elected representatives serving their respective communities and electoral jurisdictions.

HOLA is not a general public news or anonymous content-browsing application. The platform provides a localized civic experience based on each registered user's geographic profile, electoral jurisdiction, civic interests, relevant representatives, and participation history.

During registration, HOLA establishes the user's geographic and civic context to determine the jurisdiction-specific issues, polls, representatives, news, and opportunities for civic participation relevant to that user.

Registration is fundamental to the HOLA experience. Information provided during registration establishes the user's geographic profile and applicable civic jurisdiction, enabling the platform to determine which civic content and participation opportunities are relevant and applicable to that user.

HOLA's polling and rating functions are designed for jurisdiction-specific civic participation. A user must be registered and authenticated before participating so that the platform can determine whether a poll or issue is applicable to the user's registered geographic and civic context. This helps prevent duplicate or inappropriate participation and supports the integrity and relevance of aggregated community results.

The civic experience is localized. A user in one municipality, constituency, province, or electoral jurisdiction may have different issues, representatives, polls, news, and civic priorities from a user in another jurisdiction. Therefore, HOLA does not provide a single generic issue list, poll feed, representative dashboard, news feed, or civic experience for anonymous users.

HOLA also functions as a voter–representative engagement and democratic accountability channel. Registered civic users can express their priorities and perspectives through issue ratings, polls, and structured participation while viewing accountability information related to the elected representatives relevant to their geographic and electoral context.

News and updates are similarly contextualized according to the registered user's location, relevant representatives, selected issues, and civic interests rather than being presented as a generic public news feed.

HOLA helps registered civic users and voters engage with the issues and representatives relevant to their communities, communicate their civic priorities, and participate in a more transparent, informed, and accountable democracy.
