The next player has to decide: trust you (and call something even higher), or doubt you (and find out who was bluffing). Lose a round, lose a life. Lose all your lives, lose your dignity.

TOKYO is the ultimate move, declaring a combined score of 3. It's almost impossible. It's also the only call that costs your opponent 2 lives if they doubt it and they're wrong. High risk, high reward, maximum drama.
