Legal Authorization (Guideline 5.2.1) Under Indian law, lottery regulation is delegated to State Governments. The Government of Mizoram has authorized Skill Lotto Solutions Pvt. Ltd. to operate and sell Mizoram State Lottery tickets. The submitted certificate serves as official proof of this authorization.
