What happens at the English proficiency test (ELP test) • At a roadside inspection or traffic stop, the officer may ask about your trip and your job in English: "Where are you coming from?", "What are you hauling?", "Can I see your logs?" • You may also be asked to explain US highway traffic signs, including electronic message signs. • Translation apps, I-Speak cards and interpreters are not allowed. You answer on your own. • Drivers who fail can be placed out of service. Since June 25, 2025, English proficiency is part of the CVSA out of service criteria. • US DOT said more than 26,000 drivers had been placed out of service for English proficiency (Aug 10, 2026, reported by FreightWaves). • On Aug 10, 2026, FMCSA proposed a rule to put this into the regulations. It is a proposal, not a final rule.
