Assuming Safari is pulling the accent colors from the extension (shown in the tab bar and toolbar), would it be possible to choose an accent color from the homepage app so that safari uses the chosen color?

If you have trouble getting it to work, you need to do THREE things: 1. Settings > Safari > Open New Tabs > with “Homepage” 2. Then tap the app icon for Homepage and set your url for the page. 3. In Safari tap the little icon in the address bar > Manage Extensions > ✅ Homepage On. This app lets you set up your own start-page like bonjourr.fr and have it in every new tab. For power users who have their whole toolkit of search-bars and customized icons for favorite links, with splash wallpapers… this app is a liberation! Special thanks to the developer for making it free. Hopefully this little app becomes famous like it deserves.
