The Transport Department ("TD") introduces "Electronic Driving Licence" ("eDL") mobile application to provide holders of driving licences ("DL") an alternative option to fulfil the relevant statutory requirements of carrying or producing a driving licence for examination or inspection.

• Allow flexibility to choose between electronic or physical DL: With effect from 15 September 2025, DL holders can fulfil the relevant requirements of carrying or producing a DL by displaying their eDL on their smart phones or carrying their physical DL at their choices.

• Access to DL simply with an APP: TD's eDL covers full driving licence, learner's driving licence, probationary driving licence, temporary driving licence and the driving instructor's licence. Members of the public only need to download the "eDL" mobile application and log on upon authentication via designated platform to display their electronic licences.

• Convenient and fast, saving time and effort: After applying for a DL online, members of the public can use the eDL immediately upon approval, without having to wait for the physical DL to be mailed, as DL holders will still be issued with a physical DL.

• Security measures to ensure authenticity: Members of the public can only register one eDL account, and each eDL account can only be bound to one mobile phone. The mobile application has equipped with security features such as disabling the screen capture function, displaying dynamic logo of TD and a time-limited encrypted QR code.

• eDL provides the same information as the physical DL and shows the status of the DL (i.e. whether the DL is valid or not).

The status displayed on eDL in different situations is listed below:

Valid (Blue): All type(s) of DL being held are valid Partially Valid (Yellow): Simultaneously holding valid DL of certain type(s) and invalid DL of another type(s) (e.g. probationary driving licence is valid, full driving licence is expired) Expired (Red): All type(s) of DL being held are expired

• In addition to the display of eDL, the mobile application will also send push notification to licence holders, including notifications of cancellation / revision / reinstatement / addition of restrictions on the DL, etc.

• Starting from April 13, 2026, the eDL mobile app has launched a new function allowing drivers to view their driving-offence points (DOP), including Taxi-Driver-Offence Points records. Driving licence holders can now access their DOP records by clicking the "DOP" function at the bottom of the eDL mobile app.
