Council is a private messaging app built around encryption keys you control. Create a network, set a passphrase, share it with the people you trust — and only they can read what's inside. Council never sees the keys.

Every Council network is locked by a passphrase you choose. Your device derives the encryption keys from it using modern key‑stretching, and the keys never leave your device. When messages travel through Council's servers, they are already sealed; the server relays ciphertext and nothing more.

When you're done with a network, you can destroy it. Keys are erased from your device, and only unreadable encrypted bytes remain on the server.

Built for tomorrow's threats, today Council uses post‑quantum cryptography across the protocol — ML‑KEM‑768 (Kyber) for key encapsulation, AES‑256‑GCM for messages, SHA‑512 for key derivation. These are the same algorithm classes governments are moving to in anticipation of future quantum computers. Each device also holds its own secret, so an attacker would need both your passphrase AND access to your unlocked device to read a message.

No social graph Council does not import your contacts. There is no friend‑finder, no public username directory, no "people you may know." You join a network by getting its passphrase from a member, not by being found by phone number. Your phone number is used only for sign‑in — never shared with other Council users, never used to identify you inside a network.
