Summary
Similar to the default extension manager, but a bit more compact. This is intended for developers. Extensions with the same name are grouped together so your working copies and published copies are together.
NOTE - I run Microsoft Security Essentials, and it is suddenly suspicious about ev.js (which is this extension). There is nothing to worry about, but feel free to look at the source code. You can use CRX Viewer to see how any extension works.
