The Notification and Gmail text on the new-tab-page is a dark grey by default. Currently, the API does not allow changing of the text color. I suggest you switch over to a new tab page offered by many developers in the webstore or create your own startpage. It seems Google has abandoned theme development in Chrome.

Version 2.0 - Major Update with feedback from the community implemented. Colors should no longer clash! 4k support is supported although the image will be stretched. I suggest using an alternative new tab page found in the chrome webstore.
