In the URL bar, go to chrome://extensions
Enable Developer mode
Drag and drop the downloaded Counter (for Facebook) CRX file into the Extensions page
When prompted, click Add extension to install Counter (for Facebook).

In Chrome browser, go to chrome://extensions
