Probe élus

By: AP2DFP App
Ethical self-assessment tool designed for local elected officials

Overview

Features & Capabilities

Through a few guided, clear, and tailored questions, the application helps identify:
• situations of real, potential, or apparent conflicts of interest;

• ties to an association, company, public body, or close associate;

• benefits, gifts, or financial interests likely to influence a decision;

• cases where recusal, abstention, or simple transparency is recommended.

The questionnaire is dynamic: questions appear based on your answers and lead to an indicative assessment of the level of vigilance:

• situation initially neutral;

• vigilance and transparency recommended;

• recusal recommended;

• recusal essential and referral advised.

At the end of the process, you can:

• view the identified areas of concern;

• print or save a report for your records;

• easily prepare an email to your ethics officer to obtain a secure opinion.

Probe élus pursues three simple objectives:

Establishing an ethical reflex before each meeting.

Helping each elected official protect their integrity, credibility, and that of the community.

Strengthening citizens' trust by demonstrating a proactive approach to prevention.

The application:
• does not replace the law or legal analysis;

• does not replace the personalized advice of an ethics officer;

• does not generate automatic decisions, but rather provides reasoned decision-making support;

• operates in offline questionnaire mode (depending on your technical settings): the answers remain under your control.

Probe Elected Officials is based on key principles derived from legislation and best practices (prevention of conflicts of interest, illegal taking of interest, favoritism, probity, impartiality, transparency). It was designed by a public ethics practitioner for real-world situations: elected officials holding multiple mandates, involvement in associations, local life, inter-municipal cooperation, affiliated organizations, etc.

⚠️ Independent (unofficial) application. Probe élus is not affiliated with any administration, local authority, or public body and does not represent any government agency.

Official sources:

• Charter of the Local Elected Official (CGCT, art. L1111-1-1) – Légifrance: https://www.legifrance.gouv.fr/codes/article_lc/LEGIARTI000045214150

In case of serious doubt or a sensitive situation, the application clearly invites you to consult your competent ethics officer. This practice, repeated before each council meeting, makes Probe élus a tool for protection, education, and trust in service of local public life.
