Digital Death Certificate for Public Health

MortiLotse is a mobile application for the structured recording and secure transmission of medical death certificates to the responsible health authorities in Schleswig-Holstein. The app supports the digitization of post-mortem examinations while adhering to the highest data protection and security standards.

This application is intended for licensed physicians with valid registration at a public health office.


The MortiLotse app is used to transmit legally required data to the relevant authorities.

FUNCTIONS AT A GLANCE

STRUCTURED DATA COLLECTION

Collection of all legally required information according to the Schleswig-Holstein Burial Ordinance (BestattVO SH) in its current version:

• Personal data of the deceased
• Information about the issuing physician
• Medical causes of death and causal chain
• Situation of discovery and accompanying circumstances
• Health data of the deceased

SECURE AUTHENTICATION

• Login via personal access data
• Authentication via the central identity management system (Keycloak) of the GA-Lotse application

ENCRYPTED DATA TRANSFER

• Encryption of stored and transmitted data
• State-of-the-art technology in accordance with current security requirements

AUTOMATIC DATA DELETION

• No permanent storage on the device
• Complete deletion after successful transmission of the collected data

OFFLINE DATA COLLECTION

• Data collection possible even without an active internet connection
• Secure transmission after reconnection

• Transparent and verifiable software architecture
• Publicly accessible source code

This application is intended exclusively for:

• Licensed physicians
• With valid registration at a public health department

Use by the general public is not intended.


DATA PROTECTION AND SECURITY

The protection of highly sensitive personal and medical data is paramount:

• Processing exclusively within the framework of legal obligations
• No use for analysis, tracking, or advertising purposes
• Operation within the closed IT infrastructure of a public authority
• Strict access control and authentication
• Data minimization and purpose limitation in accordance with Article 5 GDPR
• Encryption of data at transit and at rest, including temporary data on the device

• Valid access to the GA-Lotse application

• Registration via a participating public health department
• The app cannot be used without the appropriate authorization
