Ringer sets Ringing mode based on what you want for particular contact.

When Someone's call is very important for you then put his/her contact in Ringing or Vibrate as per your requirement where as if you want to ignore someone's call then put his/her call on silent. Hence whenever you receive a call your phone will ring/vibrate/silent based on settings for that contact.
