Rotating City is a dual-layer metro puzzle where every district tile can spin. Align glowing roads from the city gate to every landmark while power, water, and fiber hubs form unbroken utility networks. Campaign chapters escalate from harbor docks to apex megagrids, with locked heritage blocks and Ring Spins that rotate the outer rim as one belt. A City Atlas adds concise urban-network notes, achievements track clean clears, and settings keep haptics, hints, and motion under control. The core loop is uniquely spatial: one board, two graphs, endless district turns.
