This book brings together the contents of three books that discuss the topic of the etiquette of fatwa, the mufti, and the mustafti, and includes valuable fragments of the speech of the companions. By abridged, al-Nawawi preserved for us the contents of two books, one of which is the book of al-Saymari, although it was known to the earlier scholars. The other, the book of al-Khatib al-Baghdadi, was known to a few of the ancient scholars, including Imam al-Nawawi. Thus, the likelihood of its existence in our time is less than that of its predecessors. The author introduced his book with a statement on the importance of issuing fatwas, their great significance, and their merits. He then followed this with three chapters on identifying those qualified to issue fatwas, the necessity of the mufti's piety and religious commitment, and the conditions of the mufti. He then devoted a chapter to the categories and conditions of muftis: independent and non-independent. He then discussed some issues related to the eligibility of the mufti. He then grouped various issues under three headings: the rulings on muftis, the etiquette of issuing fatwas, and the etiquette and description of the person seeking a fatwa and its rulings. Al-Nawawi constructed his summary based on this arrangement. In doing so, he deviated from the order of his original principles. This becomes clear by reviewing Ibn al-Salah's book and comparing it with al-Nawawi's summary. You will find that al-Nawawi incorporated all the contents of Ibn al-Salah's book, each in a new format and order, which gives the structure of his book strength and solidity. The subject of this book is not only relevant to the mufti or the questioner of religious rulings, but also to anyone who needs to ask or be asked questions. For example, in our time, every employee whose work requires answering a question needs it, as this book teaches them how to accurately record their answers and be careful in their writing, thus protecting their writing from exaggeration, manipulation, and additions. Author: Abu Zakariya Yahya ibn Sharaf al-Hizami al-Nawawi al-Shafi'i (631 AH-1233 AD / 676 AH-1277 AD), better known as "al-Nawawi," is a Muslim hadith scholar, jurist, and linguist. He is one of the most prominent Shafi'i jurists, renowned for his numerous books and writings on jurisprudence, hadith, language, and biographies, such as Riyad al-Salihin, al-Arba'in al-Nawawi, Minhaj al-Talibin, and al-Rawdah. He is described as the editor, refiner, corrector, and organizer of the Shafi'i school of thought, as the practice among Shafi'i jurists has been based on what al-Nawawi favors. Al-Nawawi is called the Sheikh of the Shafi'is. When the term "the two Sheikhs" is used among the Shafi'is, it refers to al-Nawawi and Abu al-Qasim al-Rafi'i al-Qazwini.
