the game lacks logic, i had reached a rank of rear admiral and basically.... I'm still a nobody, i can't borrow a troop, can't borrow a ship, can't borrow a navy. Historically speaking, in port Royal, privateering worked differently such that when you call for help on a governor as long as the cause was good for the state and you reported accordingly, they could lend you a hand on blocking trade routes on a port or just help you attack a port, but in this game, you attack with only your crew
