Intentionally non-deterministic. Rotation of joints will cost moves, making challenge levels and advanced levels impossible with move count allotted. The odd thing is that the joint rotations will not cost moves sometimes. Sad, because it seems like a good concept. I'm not forcing myself through the frustration of bad design or implementation.

Love the game, but there was a glitch a month or so ago with playing the Challenges. That glitch has since been fixed, but I have not received any new challenges since then. I am at Level 300 but still have just the original 27 Challenges. I will see the same layout multiple times. It is like I'm in a loop. I kept playing, tho, hoping if I went from Bronze to Silver, I would see new layouts and get new Challenges, but I have not. Disappointing as I paid for the unlimited amount of tickets, too.
