I bought the DLC season 1 and 2 and earth prime with its DLC and it's not working it will not let me download the full game what I paid for

I started with the physical card game, and I’ve enjoyed it with my friends on the computer and on my phone. The main complaint I have is that dlc doesn't work if you are traveling offline. The dlc works offline if you start the app with with an internet connection. After 24 hours of not being connected to the internet, only the Earth Prime and base game are available for offline play.
