The Agency for the Development of Primary Health Care (ADAPS) was established through Decree No. 10,283, of March 20, 2020, as authorized by Law No. 13,958, of December 18, 2019. Constituted as an autonomous social service, in the form of a non-profit legal entity governed by private law, of collective interest and public utility.

Its mission is to increase access to Primary Health Care (PHC) services and solutions for Brazilian citizens. Acts as executor of public policies in the area, with emphasis on the Doctors for Brazil Program, under technical guidance and supervision of the Ministry of Health.
