Works! Your phone is the router. You connect it to a device, which is the server, via USB. The client (some other device) can connect to the server using the IP address of the phone. This app creates a forwarding rule from router to server, pointing to the IP and port of the server within the USB Tether network. Adding another rule from Home Wifi to Phone allows external connection. I noticed one bug. You must restart your phone if the server IP changes. Restarting the rule doesn't work.
